Why was this introduced?

In a study carried out during the 2007 cycle, observations were made that as deadlines approached, the number of UCAS applications using borrowed material in personal statements, either from the internet or other applications, increased. We developed a similarity detection service designed to help institutions assess applications and support their admissions and decision making processes. From the 2009 cycle, the service was extended to include CUKAS applications.
